R.D. Carmichael’s seminal 1931 paper on tactical configurations suggests
a search for later material relating such configurations to block designs.
Such a search yields the following—

BIB [balanced incomplete block ] designs
and tactical configurations, and in particular,
the Steiner system, has been overlooked.”
